HSE Engineer Required in Saudi
Job Description
Key Responsibilities: 1. Planning and Documentation ? Develop and implement project-specific HSE plans, risk assessments, and procedures.
? Review and approve contractor safety documentation, including method statements and emergency response plans. ? Maintain comprehensive HSE records, reports, permits, and inspection logs. ? Participate in pre-construction planning meetings to integrate HSE considerations. ? Ensure all required HSE permits and licenses are obtained and up to date.
2. Site Supervision and Inspection ? Conduct routine site inspections and HSE audits to detect hazards and ensure compliance. ? Monitor safe work practices, including proper use of PPE, and enforce HSE protocols. ? Supervise safety measures for high-risk activities: excavation, confined space entry, lifting, and working at heights. ? Liaise with stakeholders for work documentation such as permits, JHA, etc. ? Check machinery, tools, and equipment for safe operation and maintenance. ? Oversee environmental protection on site, including proper waste handling and disposal.
3. Training and Awareness ? Supervise HSE induction training for all site personnel. ? Attend safety training to ensure the hired employee is aligned with company safety rules & regulations. ? Lead regular toolbox talks and safety meetings to reinforce safety culture. ? Foster a proactive safety environment by engaging with workers and subcontractors.
4. Incident Management ? Investigate accidents, incidents, and near-misses to identify root causes. ? Document incident findings and report them to management and relevant authorities. ? Ensure implementation of corrective and preventive actions.
? Lead emergency response drills and coordinate with authorities when required.
5. Reporting and Communication ? Prepare and submit daily, weekly, and monthly HSE performance reports. ? Clearly communicate HSE expectations, changes, and performance metrics to all stakeholders. ? Liaise with regulatory authorities, clients, and subcontractors on HSE matters. ? Maintain open lines of communication for reporting safety concerns or suggestions.
6. Environmental Compliance ? Monitor implementation of environmental management plans and regulatory requirements. ? Supervise pollution prevention activities, including erosion control and spill containment. ? Oversee the handling and disposal of hazardous materials in compliance with environmental standards. ? Support sustainable practices and resource efficiency on-site.
7. Performance Monitoring and Improvement ? Evaluate the effectiveness of safety systems and recommend improvements. ? Integrate lessons learned and industry best practices into project HSE processes. ? Participate in post-project reviews to assess HSE outcomes and recommend future enhancements
Minimum 5-7 years of experience as an HSE Engineer, preferably in infrastructure or utility projects. ? Strong knowledge of Saudi Arabian and international HSE standards and regulations. ? Excellent leadership, analytical, and communication skills. ? Ability to work effectively under pressure in a fast-paced construction environment. ? Driving license is a must
